Yes, you can start using the designation. However, you do so at your own risk until you receive the certificate. If during the examination a similar, previously filed TM is discovered, your registration may be refused.

No, in most cases it will not. Trademark registration in Ukraine provides protection only within the territory of Ukraine. Registrations in other countries are not grounds for refusal unless the foreign trademark has an international registration extended to Ukraine or is recognized as well-known in Ukraine.
