New mobilization law adopted: what does it entail?

On April 16, the President signed Law of Ukraine No. 10449, “On amendments to some legislative acts of ukraine regarding certain issues of military service, mobilization, and military registration.”

This law was published in the official parliamentary publication “Voice of Ukraine” and will be effective on May 18.

Main provisions concerning military service, mobilization, and military registration:

🔹 Military Registration

– Within 60 days from the law’s enactment (by July 18, 2024), individuals must visit the local recruitment office, the administrative service center, or through an online portal to update personal information.

– Registration for the electronic military profile is voluntary.

-Individuals must carry a military registration document and an ID during martial law and/or mobilization periods.

-The conscription age has been changed from 27 to 25.

🔹 Mobilization and summonses

-Mandatory medical examinations are introduced for men who have been classified as having a disability of categories II and III since February 24, 2022, to assess their suitability for service.

-The summons must specify a list of required information.

-Legitimate reasons for not appearing at the recruitment center as summoned include natural disasters, the individual’s illness, military actions in the area and their consequences, or other circumstances preventing personal attendance; death of close relatives.

🔹 Deferrals

Grounds for granting deferrals during mobilization have been specified, including:

-Release from captivity;

-First-degree relatives (parents, spouse, children) caring for a category I disabled person;

-Individuals with a child under 18, if the other parent is deceased, deprived of parental rights, declared missing, or officially dead;

-Students pursuing full-time or dual-mode education and obtaining a higher level of education than previously attained;

-Family members of individuals posthumously awarded the title Hero of Ukraine during the Dignity Revolution.

-Military-liable individuals up to the age of 25, who have completed basic military training or service (these individuals may be enlisted with their consent).

Deferrals have been revoked for:

-Individuals pursuing a second or third higher education (bachelor’s, master’s) or lower level of existing education.

-Employees of certain government agencies, including the National Police.

🔹Measures against evasion of mobilization requirements

 – Courts may restrict the right to drive during mobilization for individuals who fail to comply with the requirements of the recruitment office until the requirements are met or the order is rescinded.

🔹 Military service

“Fixed-term service” has been replaced by “basic military service,” which will last:

  • 3 months during martial law;
  • 5 months during peacetime.

Starting September 1, 2025, basic military training will be implemented in higher education institutions.

🔹 Expanded Powers and Duties of Recruitment Office Employees, Security Police

-Photo and video documentation of the process of presenting and checking documents;

-Administrative detention and delivery to the recruitment office or security police of individuals who violate military registration rules.

-Mobilization of vehicles owned by legal entities or individuals (if owning more than one vehicle), with the quantity to be determined by local administration in each region.

🔹 Obligations for men abroad

-Men aged 18 to 60, who have been removed from military registration due to leaving Ukraine for more than three months, must register for military service.

-Consular actions in foreign diplomatic missions of Ukraine (issuing of power of attorneys, certificates, etc.) for men aged 18 to 60 are conducted provided personal data is updated.

-In wartime conditions, issuing passport documents abroad for male citizens aged 18 to 60 is conditional on possessing military registration documents.
